Description: The unexpended balance of the appropriation to the department of environment in Subsection 45 of Section 15 of Chapter 92 of Laws 2008 for improvements to the water treatment facility in Tularosa in Otero county shall not be expended for the original purpose but is appropriated to the board of regents of New Mexico state university for a hydrogeologic study of the Sacramento mountains for the Otero soil and water conservation district in Otero, Lincoln and Chaves counties. The time of expenditure is extended through fiscal year 2014.
