Description: Two hundred fifty thousand dollars ($250,000) of the unexpended balance of the appropriation to the property control division of the general services department in Paragraph (12) of Subsection B of Section 2 of Chapter 5 of Laws 2009 for a state multipurpose equestrian facility at the state fairgrounds in Bernalillo county shall not be expended for the original purpose but is appropriated to the board of regents of New Mexico state university to plan, design, construct, equip and furnish the Pan American center, including demolition and installing a floor, at New Mexico state university in Dona Ana county.
